when my notebook turns on, it goes to a HP loading screen. From there it goes to keyboard selection, then to a troubleshoot or shut off option screen. Non stop this keeps happening, I’ve tried many things, I cannot restore.. don’t have an option to enter system settings and then get to safety mode, sfc scannow will run but then tell me the system couldn’t process for one reason or another, dism online image cleanup won’t run due to no network connection, etc.

The only suggestion I can offer would be to use the HP cloud recovery tool to reinstall Windows, the drivers and the software that originally came with your notebook.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive to create the recovery media with.

You can download the software from the Microsoft Store.

Since you have to use the utility on another PC, so you will need to enter your notebook's product number in the tool's search window in order to proceed to make the recovery media.
Your PC's product number is: W2K86UA#ABA
You will lose all data currently stored on the hard drive using this method of recovery.
