I tried to reset this laptop by choosing erase everything... it had to do it a few times before it worked so I'm assuming that messed something up. Now when it boots up it says that the Admin account is locked. I've tried all the troubleshooting to go into the Restart menus and do Reset PC, etc. but get the error that there is no Command Prompt. So if there is no command prompt - I cannot do the majority of the other troubleshooting.
If i choose F5 from the reset menu I can bypass that but the problem then is there is no Desktop. "Desktop is unavailable". There is NO other option to do anything. Nothing is installed. Nothing pops up on the Start Menu, can't search for File Explorer.. it's like the whole thing is literally wiped out. There is only a Recycle Bin on the desktop which you couldn't even open. (At attempt was made to reference a token that does not exist).
I was able to do Windows+R to get a command prompt and attempted to make another desktop folder using: md X:\Windows\System32\config\systemprofile\Desktop but choosing Continue in the safe mode restart menu - it still says there is no command prompt.
Tried turning on the computer and repeatedly press the F11 key; but it just comes to the same screen - no command prompt.
Is this just a trash laptop now or is there anything I can do to recover without any recovery discs, etc. ????

The built-in recovery files must have been corrupted, otherwise, it would have reset properly on one pass. There is nothing you can do to reset it now without external recovery media.
If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
