I was removing Kaspersky and trying to install Norton. Apparently a piece of Kaspersky was still installed and Norton said go remove that and then we’ll continue with the installation so after I removed it, they both said restart and now I’m stuck in a restart loop. The laptop will not power off. I can’t do Control alt delete, nothing works. We’re two hours into this now. How do I make it stop?

It sounds like you're stuck in a frustrating loop, and this can sometimes happen when uninstalling or installing antivirus software. Since you have an HP laptop and are dealing with a restart loop with no access to the system, we can try a few troubleshooting steps to break the loop. Here’s a step-by-step guide to try and resolve the issue:
Force Shutdown
Press and hold the power button for 10-15 seconds until the laptop turns off.
Turn it back on.
Hard Reset
Disconnect everything (USBs, etc.).
Unplug the power and remove the battery (if removable).
Hold the power button for 15 seconds to drain any power.
Plug everything back in, then turn it on.
Boot into Safe Mode
Turn off the laptop.
Turn it on, and keep pressing F8 repeatedly until you see the Advanced Boot Options.
Choose Safe Mode.

Use HP Recovery (if Safe Mode doesn’t work)
Turn off the laptop.
Press F11 when turning it back on to go into HP Recovery.
Choose System Restore or Reset the PC.
Use Windows Recovery (WinRE)
If the above doesn’t work, turn the laptop on and off three times. It should boot into Windows Recovery.
Choose Startup Repair or System Restore.
