Hi  @nmnm21

Welcome to the HP Support Community!

Thank you for reaching out. I understand you were attempting to downgrade the BIOS on your HP EliteBook and are now seeing the system repeatedly enter HP Sure Start recovery and restart. I'll do my best to help.

To better understand the situation, could you kindly confirm the following:

  • Was the BIOS downgrade performed using the HP BIOS Update utility within Windows, HP Image Assistant, or a USB recovery method?
  • Are you able to access the Startup Menu (F9, F10, or Esc at power-on)?
  • Does the notebook restart immediately, or does it remain on the HP Sure Start screen for a period of time before restarting?
  • Have you connected the AC adapter throughout the BIOS update process?

Also kindly note before proceeding, kindly note that HP generally does not recommend BIOS downgrades. Older firmware can lead to system instability, hardware compatibility issues. In addition, many modern HP business notebooks are designed to restrict BIOS downgrades to help maintain system reliability and security.

In the meantime, kindly try these below steps and confirm :

  1. Perform a Hard Reset
    • Disconnect the AC adapter.
    • Disconnect any external devices (USB drives, docking stations, monitors, etc.).
    • Press and hold the Power button for 15-20 seconds.
    • Reconnect only the AC adapter and try powering on the notebook.
  2. Attempt BIOS Recovery (Link for steps - click here )
    • Turn the notebook off completely.
    • Press and hold Windows Key + B.
    • While holding both keys, press and hold the Power button for 2-3 seconds, then release only the Power button.
    • Continue holding Windows + B until the BIOS Recovery screen appears.

If Windows + B does not work, kindly also try Windows + V using the same procedure.

  1. Clear External Peripherals
    • Ensure no USB devices, SD cards, docking stations, or external displays are connected during startup.
  2. Allow HP Sure Start Recovery to Complete
    • If HP Sure Start is attempting to restore the BIOS automatically, leave the system connected to AC power and allow several restart cycles to complete without interruption.

I hope this helps.

I'm an HP Employee.
