Ok, so I have was messing around last night, and I went through every single driver in my Device Manager and checked for updates on each one, even the ones that I knew wouldn't have updates, and updated all the ones that needed them. I then logged out of Windows, restarted the computer and let it run for an hour. I closed the lid, and she slept. This morning, I opened it and it woke no problem. I hit the power button one, and she slept. Woke with no problem. I selected Sleep from the Power menu, and again, no problem. Even tried not plugged in, and it's fine. The only problem I'm having now is getting the computer to sleep after a selected number of minutes. I tried one and five minutes just to get the thing to go to sleep on its own quickly so I could see what would happen, but the screen just goes off. I'm now putting the timer on for an hour to see if it sleeps on its own that way. I'll come back later to report.

I went through that too and had the same outcome. Everything worked fine for most of the day, then the fault eventually returned. The top and bottom of it is though, is that I'm sick of trying this, that and whatever else! Why hasn't there been an official response to this yet!? At the moment I feel like it's just being completely ignored! If it's a fault with Microsoft, why hasn't anyone been on to say so yet?! I'm appalled to see how HP values it's customers.

Unfortunately you will have to revert your PC to factory settings, so I hope all your important files have been saved elsewhere.
You need when you restart the PC to hit F11 this will take you to a page where is gives you troubeshooting options and you will have to revert your PC to Factory settings . This will then enable you to re-enter your PC and start all over again.
Remember you will need an MSN account to log in but it will if you don't have one let you create one upon start up
Sorry about this , probably not what you want to hear, I had to do it too when I reverted to Windows 8.1 from Windows 10, I am at least able to properly shut down my Laptop into Sleep function although I do miss all other parts of Windows 10

Well, sadly my problem has finally returned, though different in character as its much less frequent.
It might be because I pushed my luck and kept on installing new drivers, like the latest audio driver and "Intel Management Engine Interface" etc.. For the record my video driver is still 10.18.15.4256.
However, one difference I did from you is that I didn't use the media creation tool. I just let windows update handle it again. Next time I have the energy, I'll try it all over again exactly your way. I have a completely different computer, but what the heck can't hurt to try.
In the meantime I am now able to hibernate->hard shutdown->restore hibernate so thats tolerable. I keep hoping the real guys will come up with a real fix 🙂

Update #2 : lol guys as i have earlier posted that my issue is resolved but now unfortunately the issue has resurfaced after almost 24-30 hours.I have concluded that there is no real solution left except for the official fix from HP/INTEL/MICROSOFT.PLEASE DON'T WASTE YOUR TIME RE-INSTALLING WINDOWS 10 OR UPDATING OR DOWNLOADING DIFFERENT DRIVERS. the best solution is just wait for the official fix and be patient.i know its really frustrating and indeed a nightmare for all of us facing the issue/bug.

I had this when I went back to 8.1 - I DIDNOT have to restore factory settings though.
I tried restore point etc but it didn't work - in the end I selected the Clean Up option before Factory Restore....it did remove all my apps etc, but NOT my pictures/documents etc and it worked a dream.
Try this before Factory reset (I am no techy like most peeps on here, just a bog standard user)
