Folks can't just change PC logins out of the blue, you have to let then IN for this to happen. So, either you clicked on something on the Web that granted them access, or you used free WiFi that was not secure.  NOT saying this to admonish you, but to tell you that once you go through all the grief to fix this, if you do the same mistake again, it will happen AGAIN.

I wish we could help you -- but we're not allowed to, since we have no way from here to verify ownership of any computer.

To get help resetting the password on your product, you have to Contact HP support in your region using the following link:

https://www.hp.com/us-en/contact-hp/ww-contact-us.html

If you can't get an HP Center to grant you access, then you will have to PAY a local laptop repair shop to do that for you.

But realize that once you grant someone access, they can write virtually anything to your filesystem and that can be hidden so well that even the best antivirus products can't find or remove it.  So the only SAFE thing to do is to (1) remove the drive from the laptop, connect it to a working PC, and run a Secure Erase app against the drive to WIPE it clean, (2) reinstall HP OEM Windows from scratch on the laptop.
