IF the problem is related to the Fast Boot configuration, the following might help...
Switch off / on Fast Start / Fast Boot
Settings > System > Power and Sleep > Additional Power Settings >
Choose what the power button does >
Click Change settings that are currently unavailable >
Remove Check (clear box) Turn on fast startup (recommended) >
Save
- Close programs (browsers, games, email, etc) and close any open windows
Windows key + X (opens a command list) > Click / Select Command Prompt (Admin) >
When the command window opens, type the following command and hit Enter:
shutdown /s /t 0
- Wait for the computer to shut down completely (a few seconds)
- Boot the computer > Log in > Wait around for a couple of minutes (yes, wait, do not rush) >
- Try shutting down the notebook from Windows key > Power
If all now works as expected, and you want to continue using Fast Boot,
Switch ON the fast boot / fast startup setting (optional)

You are welcome.
Too bad it did not work - switching off Fast Start is one of the easiest fixes.
So, I don't know.
If experience serves, someone else will have an opinion and perhaps jump in to help. Smiling.
If not, then I can offer "Some Ideas" to help you help yourself. I understand you may have already tried "everything" - simply ignore any suggestion that is not useful in context.
Startup
In general, if the issue is a result of a program / software running that is in the Startup process, the program / software might show up in the Startup category that governs how / which software starts. Normally, software that is in Startup is "supposed to be there" and the software behaves accordinging - that is, the service / software starts up and runs as expected.
Check and if you see anything that is obviously out-of-the-norm, consider disabling or at least checking the properties.
What is not-normal? Obvious: games, windows update, odd software that you remember installing but seems "out of place" in this context.
Right-Click Taskbar > Task Manager > tab Startup
Safe Mode
Start the computer in Safe Mode with Networking.
Shut down the computer from that environment.
If this works, check Startup and your running process list again - something is hanging, interfering.
Microsoft - Start your PC in safe mode in Windows 10
New Account
Set up a new account on the computer,
Edit the account and make sure it is an "administrator" account.
Restart the computer,
Tap on the login screen and select the new account.
Log in - let the computer "set up" the new account.
After the Desktop appears, wait a few seconds (about fifteen) and then try to shut down the computer.
If this works, your account is in some way sabotaging the shutdown process.
Microsoft - Create a local user or administrator account in Windows 10
Troubleshooting
If you have not done so, it is time to work through the various troubleshooting procedures.
In general, if something is restarting your computer without your intervention, it might be an unfinished process that is hanging and trying to continue. Examples: Windows Updates (unlikely since it is one of the first places to have checked), HP Updates (perhaps unlikely, though it might depend on the method you use to manage your HP Updates).
If the issue is that the computer runs OK once started but later the computer cannot be shut down, the issue might be the result of a process that has been started (seemingly OK at the time), and that process hangs, loops, triggers an error in the File System. Examples: Games of any kind, malware that is the result of having visited an unsafe or infected site.
Open the Task Manager > Check the Process list and perhaps the Details list as well. This requires a bit higher skill level in that you need to know (to some extent) the kinds of software you are running on the computer that stands out from the normal "system processes". For example, if you find one of your games running in the process / details list and you never started the program, it might be something you want to check or perhaps Right-Click and "end process".
The issue might be the result of a hardware issue or perhaps an incorrectly installed driver / software.
