Hi:

With that error code, you will have to replace the hard drive and reinstall the operating system.

Below is the link to the service manual where you can find the hard drive R & R procedure.

http://h10032.www1.hp.com/ctg/Manual/c04560057

You may want to consider replacing the mechanical hard drive with a better performing, normally more reliable 2.5" solid state drive (SSD).

After you replace the hard drive, you can reinstall W10 as follows...

You can also clean install W10 by using the media creation tool at the link below to create installation media. You will need either an 8 GB USB flash drive or you can download the ISO file which you can burn to a DVD.

https://www.microsoft.com/en-us/software-download/windows10

The tool will automatically make the USB installation media for you, but if you prefer the DVD, download the ISO file and you can use the utility I zipped up and attached below to transfer the ISO file to a DVD. so that it is bootable.

After W10 installs, you can install the drivers and available software from your PC's support page.

As you said, I should have to remove hard disk. But there is important data in that. Is their  any method to secure that data before replacing that hard disk

Unfortunately, if you can't get into Windows, most likely your files will not be recoverable.

You could try reading the hard drive after you remove it by purchasing a SATA to USB hard drive adapter.

Something like this...
