So my hp spectre, won’t turn on

So the issue is my laptop won’t turn on, I tried opening the laptop, but I was unable to debug the issue, I’m assuming that issue is with the motherboard. So the power light blinks and the laptop fans don’t turn on and the power light keeps blinking and there is no change in display the screen just doesn’t turn on.
