Spectre X360 13 will not turn on. The power button LED light blinks.

Operating System: Microsoft Windows 10 (64-bit)

My Spectre x360 notebook won't turn on but the power button LED light blinks.  I have this same problem in January while it was under warranty.  It was fixed and sent back and now I am having ghe same problem.  Notebook was purchased February 2019.  Any assistance with this issue is appreciated.
