This is very frustrating. I had the late 2017 Spectre x360 and this issue wasn't present. Every post in the HP Forums gets the same response, "Toggle with the Fn key" or "Adjust the timeout settings in the BIOS", both of which don't fix the issue of the 30 second timeout. Trying to edit a short video while watching TV in bed tonight... couldn't find my editing Hotkey combos because the keyboard kept turning off the backlit keys.
Can't belive on this exensive of a laptop HP has not yet fixed an issue like this.

Welcome to HP support community.
When the backlight is enabled using the key on the keyboard and the backlight stays on for only a few seconds, the backlight timeout setting might need to be configured in the BIOS.
NOTE:
If there is not a setting for the backlight timing in the BIOS, this behavior may not be supported on the notebook. Check product support documentation to verify.
Your BIOS version and screens might vary.

Restart the computer and immediately press the F10 repeatedly until the BIOS opens.

Navigate to the Advanced tab. Use the arrow keys to navigate in the BIOS.
Use the down arrow key to highlight Built-in Device Options, and then press Enter.

Use the down arrow key in the Built-in Device Options to select Backlit keyboard timeout.

Press the spacebar to open the keyboard backlight settings. Select the desired setting for timeout of the backlighting.
NOTE:
Selecting Never makes the backlight stay on constantly unless you turn it off with the function key on the keyboard. If it remains on, your battery power could drain quickly.

If the option doesn't exist under the BIOS, after the bios is updated as well
it means the option is not designed for this product.

My Spectre 15t (2019) just received a firmware update, and there are still ZERO settings the Bios to allow for longer keyboard backlight times. Issue is definitely still unsolved.
I just had a friend return his brand new Spectre for this reason. This should be a very simple fix for HP to push out, but instead they are doing nothing and losing sales because of it. This along with my Thunderbolt ports dying after the most recent Windows Update will make me rethink my next high end laptop Vendor.

A users with the same issue on another thread created a solution that works perfectly. It does require a few tweaks to the Regsitry, but I can confirm it works on my x360 15t (2019 GemCut). Not elegant, but its a fix for this annoying issue when HP seems unwilling or incapable to solve the issues themselves.
