Upgraded the BIOS from F.39 to F.40 and now when I leave it on power and it goes to sleep, it reboots.
There is no dump file. I left it overnight and it rebooted every 30 minutes (sleep on power timeout)
Started when I did the BIOS upgrade.
Anyone else have this problem? I am going back to F.39 for now until something else comes out.
(Had the PC for 15 months without problems.)

I went back to F.39 and it seems to fix the issue. I left it and it went to sleep without rebooting.
Then I left it overnight and it slept until 5:30am and the rebooted and started rebooting every 30 minutes.

Welcome to the HP Support Community!
I recommend you update the BOIS back to F.40 and then run the power troubleshooter and check if it helps.
Here is how it is done.
- Step 1 – To get the Power troubleshooter start working click on the Start button and select the Settings icon. ...
- Step 3 – Now move to the opposite pane and under Find and Fix other Problems click the option Power. ...
- Step 4 – Select Run the Troubleshooter under Power.
If you continue facing the issue, then follow the below steps and check if it helps.
- In the Search box, Type Power Options and press Enter.
- Click Change plan settings on the power plan (ex: High performance) that you want to reset its settings to default.
- Under Edit Plan Settings, click Change advance power settings.
- Under Power Options on Advanced settings tab, select the power plan (ex: High performance) you want to reset its settings to default by clicking the drop down arrow.
- Click the Restore plan defaults button.
- Click OK to confirm and check if the issue persists.
Let me know how it goes and you have a great day!

I have a friend that has the same model and had the same issue some months back. He worked with HP on it and they tried many things including the Power Troubleshooter and even re-installing Windows.
Finally they asked him to check the BIOS Checksum and sure enough, it was bad. If you power off, hold down Windows+v key and touch power on while holding those keys, it does a checksum.
Then if it find a problem, you hit enter (or wait 15 seconds) it says that it will fix that.
For him, that worked. For me, it never seems to fix it. The problem still happened and when I tried the Windows+v thing again, it was still corrupt.
I installed the F.40 BIOS and no luck.
I notice that it does not even shutdown! If you click start and then Shutdown, it goes down and then boots up again. (Holding down the power button keeps it from booting)
If you use Start and Sleep, it sleeps, and then does a full reboot.
FINALLY, I found a link that helped:
https://windowsreport.com/solve-windows-8-1-windows-10-shutdown-problems/
I used Method 2: "bcdedit /set disabledynamictick yes"
THAT fixed it. It does not seem to make sense.
I still wonder about the Windows-V startup: Why does it still claim the BIOS has a bad checksum?
