Spectre x360 wont turn on with blinking capslock

My HP Spectre x360 suddenly stopped turning on. It shows a black screen with blinking caps lock. 3 long and 2 quick blinks. 

I googled for the solutions, and I tried to create a bios recovery USB drive. However, for some reason I was able to download the bios but unable to install it into the USB. 

If someone can help that would be great.

That must be hard. Don't worry as I'll be glad to help,
I understand that your HP notebook is not working correctly. If you have already performed the steps from the document HP Notebook PCs - Computer Does Not Start: https://support.hp.com/in-en/document/c01997899, No Power or no Boot and the issue persists, it could be a hardware failure.
