After you have successfully created the bootable Windows 11 or Windows 10 USB flash drive using another PC, plug the drive into your notebook.
Turn it on and immediately press/tap the ESC key to get the menu of options.
Select the F9 boot options menu and from that, select the USB flash drive you made with the media creation tool, and press the Enter key.
The PC should boot from the flash drive, load some files, arrive at an 'Install Now' screen, and you can follow the on-screen instructions for there.
There are plenty of YouTube videos out there for how to install Windows.

Did you reinstall Windows on the new SSD?
They don't come with operating systems installed.
If you did and you are still getting that error, most likely NVMe SSD's are not supported in the notebooks with the Intel Pentium processors.
The specs for your notebook indicate that it came with a SATA M.2 SSD which may be why it did.
The service manual is pretty vague about that.

That's encouraging news.
Since you didn't install an operating system on the drive, and the NVMe drive is supported then there's nothing else required.
You will need another PC to create the installation media with.
I'm gonna give you two ways to do it.
The first method is all inclusive...it installs Windows, the drivers and the software that originally came with your notebook.
The HP cloud recovery tool.
You will need a 32 GB USB flash drive to create the recovery media with.
Here is an info link for how to use the HP cloud recovery tool.
HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Customer Support
You can download the software from the Microsoft Store.
HP Cloud Recovery Tool - Microsoft Apps
Since you have to use the tool on another PC (as yours is not working right now), you will need to enter your PC's product number in the tool's search window to create the recovery media.
Your PC's product number is: 1B9S3UA#ABA.
After W10 has installed, then you can upgrade back to W11 by clicking on the blue W11 installation assistant button at the link below (1st option).
Download Windows 11 (microsoft.com)
You may have to switch out of S-mode to upgrade back to W11 using the above link.
Switching out of S mode in Windows - Microsoft Support
If you want to go straight to clean installing W11 on the drive, make a bootable W11 USB installation flash drive with the media creation tool from the link below. (2nd option).
You only need an 8 GB USB flash drive for this.
Download Windows 11 (microsoft.com)
Boot from the installation media.
Press/Tap the ESC key when you turn on the notebook and select the F9 boot options menu.
From that, select the USB flash drive with the W11 installation files on it and press the Enter key.
After W11 has completed installing, you can install the drivers and available software from your notebook's support page.

Plug the flash drive in your PC that needs to be recovered.
Turn it on or restart it.
Immediately press/tap the ESC key to get the menu of options.
Select the F9 boot options menu, and from that select the EFI USB diskette on key/USB hard drive with the recovery files on it and press the Enter key.
Follow the on-screen instructions to complete the recovery process.

I don't see a USB flash drive listed there to boot from.
You're first screen shot indicates no hard drive installed.
It might be that only SATA M,2 SSD's are supported in your notebook, not NVMe.
