Hello, unfortunately I am not very tech savvy so please bear with me. I attempt to turn on my computer and it gives me the HP logo, in the top right are some messages.
>>Start PXE over IPv4
PXE-E18: Server response timeout.
>>Start PXE over IPv6.
I am able to open my start up menu, but I am not sure what to do. Can anyone please help?

This sounds like your UEFI setting have been changed to boot from the network by default -- so the PC is trying to connect to a boot server over your network, which it is not finding.
You need to go into your UEFI settings and change the default boot to your local "drive". I don't know how that is identified on your PC, so you will have to experiment with the settings until you get it right.

Sorry, don't know what else to suggest -- as the is where you set the option to boot from the network and that is where you change to boot from the local drive.
