Stuck at HP logo with loading circle freezing

I have a problem where my HP laptop does not go past the HP logo where is meant to load the OS.

I have tried installing new M.2 and new OS from scratch and I even flash the bios with an usb stick thinking that could have solved the problem.

all the test on the f2 diags have passed with no error.

i dont really know what to check or do next ?
