I had a virus on my notebook a few months ago, I often factory reset my computer (because I can’t afford an antivirus and need the 3 months free). This last time I accidentally let my laptop die in the middle of setup part. It had already did the loading and etc, Cortana was talking in the startup menu when it died. It would turn on and act like it was going to let me set it up (choosing country etc) but it only lasted about 5 minutes before it would freeze up. I had gotten as far as choosing my WiFi network and it would freeze up and not let me proceed.

So from there I started searching and tried the F11 reboot. I don’t have any files I need on there, I backed them up beforehand. Now that I’ve done that.. it’s been almost 2 hours and I’m stuck on “Software is being installed” it’s started up and rebooted over 20 times. It’s logged into an administrator account to install things, it even let me connect to the WiFi at that point, then it restarted laptop again. And back to the “software being installed” screen and the loading bar at the bottom started over. Am I being impatient? Is it supposed to take this long? The bottom load bar was almost full before it started over. I just want my laptop to work!

Freezing up is often a sign of drive failure -- and while that would be very unusual for a new PC, your repeatedly resetting it is really stressing the drive because it erases the entire drive, reformats it, and then goes through a complete reinstall -- every time.  

If it won't complete the reinstall, then it's also possible that the Recovery information has become corrupted -- for the same reason -- since it rewrites that in its entirety every time you do a factory reset.

If this PC is still under the original warranty, then you should contact HP Customer Support directly to have them put you in touch with HP Technical Support to see what they can do about troubleshooting and repairing your machine remotely.
I did this recently and the HP Tech was able to remotely access my PC from the Internet to check out the problems.
