Stuck in constant Windows 10 Loop

This has been going on for months now, I've tried to fix it on my own with other solutions but have found none that have worked. The problem started when I was trying to factory reset my laptop, everything was working fine until it started to install windows. I didn't have my computer plugged up to its charger so either died while trying to install or just shut off. Either way, now when I turn it on and try to continue the process, it goes to the "Preparing" screen, jumps to the "Install Windows" screen for about a second then restarts all over again. It disappears so fast that I can't tell the percentage of the installment. Can someone please find a possible solution? 

Heads Up:

No, I can not go to any form of desktop or setting, or anything similar
Yes, I tried different boot settings and nothing has worked
No, I cannot install anything to upload to the laptop, because it is in the loop

The only suggestion I can offer if the factory reset won't work, would be to clean install W10 as follows...

When you get to the screen where is asks 'Where do you want to install Windows,' I recommend that you delete every partion on the hard drive, leaving just one partition of unallocated space.  Make sure it is set to the maximum size.

Then you should have a decent amount of free space left over after W10 installs.

Here is how you make the installation media...

You can make a W10 USB flash drive installer with the Microsoft Media Creation Tool, using an 8 GB flash drive using another Windows PC, if your PC is not working.

If you are asked to enter a product key during the installation process, select the 'I don't have a product key' option, and W10 will install and automatically activate once you are connected to the internet.

Here are the steps to create the W10 USB flash drive installer...

Select Download tool now, and select Run.If you agree to the license terms, select Accept.

On the What do you want to do? page, select Create installation media for another PC, and then select Next. 

Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10. You want 64 bit. 

Select which media you want to use:

USB flash drive. Plug in a blank USB flash drive with at least 8GB of space. Any content on the flash drive will be deleted.

After W10 installs, you can install the drivers and available software from your PC's support page.
