Unknown computer model.
Mini Press and Pray Procedure
Almost every computer will respond to the "force down" command - simply press the power button until the computer shuts off, then release the button. Leave the computer "off" for several seconds before trying to start (boot) it again. "Several seconds" is just that, maybe 15 seconds or so.
This is a controlled-crash.
Not a great way to shut down the computer on a regular basis; the procedure will stop whatever is going on.
The question is whether you want to do this.
This mini-Press and Pray procedure works to shut down the computer.
Unless there is already something else wrong, the computer to reboot normally.
As to whether the system will reboot: The computer will certainly boot if it can do so. Assuming the best, the computer reads the Operating System information from the disk (as opposed to the memory), and boots to the login screen. Everything should slide into place.
This does not address the issue of not being able to log in due to Microsoft getting stuck. You could end up stuck again.
Narrator
The narrator (least of your current problems) can be switched off once you regain control of the login.
Settings > Ease of Access > Narrator
Swich Off the Narrator
If you think you might accidentally switch the narrator on with misplaced keystrokes,
UNCHECK (clear box) "Allow the shortcut key to start Narrator"
If you cannot clear the Microsoft login bits, call Microsoft and ask for help. This cannot be the first time this has happened to someone! You could also check at the Microsoft forum.
