I have a 1 1/2 year old HP Notebook running Windows 11 w/ a valid HP Care Pack Service Contract...recently I receive an error on cold restart stating:

"The system has detected that a cooling fan is not operating correctly. Continued operation is not recommended and may cause unpredictable behavior that could result in random shutdown, data loss or possible system damage. The system will shut down in 15 seconds. To prevent shutdown and continue operation, press the Enter key now.

System Fan (90b)"
I worked w/ HP Technical Support to try to resolve this issue (remote access sessions, BIOS updates, tons of Driver updates, CMOS resets, diagnostics run w/o error)...the fan runs continuously even with a reliable cooling pad...now HP Support is telling me that, before I can send in my notebook for repair, I have to DOWNGRADE to Windows 10 (which requires wiping out all of my data/applications on my notebook)...this is obviously a fan hardware issue but, even with a valid Service Agreement, HP is refusing to service it without an OS downgrade...the HP Tech did admit that HP is still working on upgrading drivers (for these type of issues) for Windows 11...
**bleep**?...Windows 11 was released 6 months ago and they still don't have these drivers ready?...it shows you that their priorities are on NEW products/customers and not existing products/customers...
I called two certified HP Service Centers...one authorized Service Center told me that it would probably take up to 12 weeks to resolve my issue since they have to perform ONLY the work that HP authorizes AND they are subject to procuring parts from the HP Warranty group, which typically takes 10 times longer to ship out...the other authorized Service Center told me that, regardless of my valid HP Service Contract, it would cost me $40 just to diagnose the issue (which I have done w/ HP already)...does this sound like a scam or what!
Has anyone had a similar experience and if so, how did you resolve this?

when i get 90b i usually do 

1. update the bios if fan still spinning 

2. make sure that intel me firmware is up to date 

3. replace the fan as the reporting may be bad 

 

in your case, i would go with the third option as you system show behavior of a bad reporting fan.

 

Check if you have media retention on your carepack contract this way you can keep the drive with you when sending for repair.

or install a clean temporary drive to have it services ( if its an option) 

 

an other option is to open the service case yourself here

then work directly with HP on the case and not a service center. ( this will be a depot repair)  

 

usually stable drivers come up 2 years after a os release ( my sole opinion)  but anyhow your problem is hardware not software. 

 

in any case if you send a machine for repair always make sure to back up sensible information because computer is like weather you never know for sure
