Fan is hardware.
All things equal, fixing the hardware fix the problem of the computer not wanting to run the Operating System.
If the issue is indeed software related, or if the problem is not a failed fan assembly (hardware), the problem can be addressed using the solutions provided in the troubleshooting documents (links below).
If you do not know whether you have a business class computer, you quite probably do not have one.

I have a notebook, and have sot Of solved my problem, but noticed that when I plug my notebook on to be charged the light goes on but there is not indication on the screen that it is charging and the battery is losing power, 😞

I don't think it is resolved.
You best contact HP Technical Support and open a case for the fan error.
And, now, maybe the battery is failing / not charging?

Regardless, there is more than one thing physically wrong and neither of them are likely to get better on their own.
Battery
If you ONLY need a new battery, you can perhaps replace the battery on your own.
As soon as you open your computer's Website support page, you will see a battery check in the Troubleshooting category. The HPSA battery check is not as thorough as is the UEFI check; it is at least a place to start.

Find your computer model, open the website support, open category User Guides, open the Service manual > search for the part number and the replacement procedure.

The battery might be OK and just need calibration (balance / set).

If the provided solutions for the fan error did not fix the issue, the fan is not going to "get better" on its own.
If you lack the skill set to fix the fan hardware, you can ask HP to help.
