When I push the power button the lock screen will come up but the mouse will not show up and I can't do anything. I can't even restart the laptop or take the battery out because the battery is not able to be taken out.

As I understand, mouse does not work on your notebook.
No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:
When was the last time it was working fine?
Did you make any recent hardware/software changes?
What is the product number and operating system on PC?
Did you try external mouse?
Let's try these troubleshooting steps:
Step 1: Power Drain:
1. Remove the computer from any port replicator or docking station.
2. Disconnect all external connected peripheral devices such as USB storage devices, external displays, and printers.
3. Unplug the AC adapter from the computer.
4. Remove the battery from the battery compartment.
5. Press and hold down the Power button for about 15 seconds to drain any residual electrical charge from the capacitors that protect the memory.
6. Insert the battery and plug the AC adapter back into the notebook computer, but do not connect any of the peripheral devices.
7. Press the Power button to turn on the computer.
Step 2: Make sure touchpad is on
On some touchpads, you can turn the TouchPad on or off by double tapping in the upper-left corner of the TouchPad. Double tap to turn the TouchPad on; repeat to turn the TouchPad off.

Step 3: System Restore (If your notebook was working fine earlier, you could restore it back to the time it was working fine). This will not affect your personal data or applications.
- Turn off the computer and wait at least 5 seconds with the computer in a full off state.
- Turn on the computer and repeatedly press the F11 key, about once every second, until you see the Windows loading screen.
- If a language selection screen opens, select the language you want to use to continue.
- On the Choose your keyboard layout screen, select the keyboard layout that matches your keyboard type.
- On the Choose an option screen, click Troubleshoot.
- On the Troubleshoot screen, click Advanced Options
- On the Advanced options screen, click System Restore.
- Click Windows 8, click Windows 8.1, or click Windows 10 as the target operating system.
- The System Restore window opens.
- Click Next.
- Click the restore point that you want to use, and then click next.
- The Confirm Restore Point window opens.
- Click Finish to restore your computer to a previous point.
- Do not interrupt System Restore when it starts. Doing so can corrupt your hard drive and create more problems. Click yes in the warning that appears.
- System Restore returns the computer configuration to a previous point in time and restarts.

That may help some people, but, I have a touchscreen, and, my mouse won't show up, which normally wouldn't be a problem, but, I can't click some things with the touch screen, so I am basically disabled. And I lost my mouse. How do I fix it, my mouse onscreen won't show up without my mouse I use IRL, which again, I lost. Plus my touchpad doesn't work so I can't make it appear. I've literally used every way online for every computer I know of, to fix it. I even used like 10 diffrent ways to fix it for specifically my laptop, (HP obviously, or I wouldn't be posting here.)
