I just bought a refurbished laptop and it's asking me if I want to clear the tpm, should ?

Well, first off, you are almost certainly NOT running the OS you claim -- as that is an embedded OS only preloaded on very specific PCs.

 

Second, you bought a used PC and if the original owner used TPM to encrypt the drive or PC, doing this reset will basically trash the drive. 

 

But then, you probably have no choice other than to do this -- which is one of the many reasons that I here, advise folks NOT to buy used laptops.
