Microsoft Windows 10 (32-bit)

So I got a used laptop and I booted it up and there was someone else’s work account on there. I tried my own account but it wouldn’t let me. So I try factory resetting it. I did all the steps then after clicking the last thing it says getting things ready for a spilt second, goes away, and brings me back to the the blue menu screen. (The screen when you press f11) I need some help because I really want to use the computer. Thanks
