My laptop will not turn on when it is unplugged the Charging LED light will go to blue to flashing orange when I push the power button but when I plug it in the light will be a solid blue and I notice when my charger cord is plugged in but my power brick is cold not warm at all could my charger cord be the culprit

My HP laptop is a ProBook 6550b as we all know that electricity generates heat because on my power cord my power brick is cold not warm could this be the cause

Yes , the power cord might be the issue if its not turning warm while plugged in, I would request you to check with different power adapter.
