keyboard is

- not recognized during initial boot

-  recognized only AFTER Windows boots up and loads the drivers.

No, during POST, the USB keyboard is NOT ready, in action. Machine has to load BIOS first. You can use keyboard after first few seconds to enter BIOS password for example.
