Hi guys,
I'm having issues installing an OS on my HP laptop because I cannot find my CD-Rom in the boot options. I have gone to BIOS settings, disabled Secure Boot and put "Boot from Internal CD-Rom" and saved and exited.
Yet, no matter what I do, when I restart the computer, then select the boot option (F9), the only options I see are "OS Boot Manager" and "Boot from EFI file". It remains the same, even When I enable Legacy boot and move "Internal CD-Rom" at the to of the list of boot options in BIOS. Your help will really be appreciated.

Are you trying to install a retail copy of Windows or using HP recovery media?
Meanwhile, I recommend you follow the below steps to reinstall the operating system on the computer and check if it helps.
Recommended Precautions for Running a System Recovery:
- Back up your personal data (All files in the system will be erased during the system recovery)
- Only have your power cord, keyboard, mouse, and monitor (in case of desktop) and only power cord (in case of notebooks) attached during the system recovery. (If other devices (printers, cameras, Ethernet cable for internet connection, audio speakers’ cable, and dual display setup) are connected during the system recovery, the system recovery process may stop and fail)

Thanks for your response. I am trying to install a retail copy of windows 10 on my laptop. My laptop shipped with Windows 8, then I upgraded to Windows 8.1 before Microsoft gave me the opportunity to upgrade to Windows 10 a few years back.
Later on, I started having issues with my Windows 10, so I reset my PC (ended up back to Windows 8).
What I'm trying to do now is install the retail copy (DVD) of Windows 10, but no matter what I try in BIOS settings, I still get the same boot order of 1)OS Boot Manager 2)Boot from EFI file and 3)Notebook Hard Drive when I press F9 for Boot Option Menu.
Internal CD/DVD given priority.
Yet, the boot order still remains the same.
Why is this so? I have put "Internal CD-ROM drive at the top of both lists for UEFI Boot and Legacy Boot.
I would appreciate your assistance.

Are you able to boot to Windows now? If yes, then I recommend you initiate the recovery from Windows.

I recommed you contact support to further diagnose the issue.
Here is how you can get in touch with tech support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
