Unable to create USB BIOS for HP Spectre 15-eb1043dx (sp136942.exe)

I got BIOS corruption on the machine and need to create a USB BIOS recovery.

I went to the following help page as instructed by the boot error on the HP Spectre and clicked on "Create a USB recovery drive".

I followed its instructions to get the BIOS download from this page - sp136942.exe

I run the exe.  I follow the steps on the first page until step 10 which says:

"In the HP BIOS Update and Recovery window, click Next."

That is not sp136942.exe shows.  THE ABOVE HELP PAGE IS LYING.  There is no such "HP BIOS Update and Recovery" window.

Instead, the page that appears after step 9 says the following.

  Location to Save Files

    Where would you like to save your files?

Ok, so I tried that.  The only file it saved was "HPWINGUI.EXE".  I tried running that EXE - it does NOTHING.  (The process appears in task manager for a moment, then disappears.  It shows no UI.)

How do I create a USB BIOS recovery stick for this machine?

This is extremely frustrating.  The machine is unbootable and the ONLY option I have is USB BIOS recovery stick, which I can't create because you're lying to me on your website.

My bios corrupted after windows 11 update and having the same issue. Not able to create a usb bios recovery. And the laptop is not responding to windows + B combinations. Had to take back my thoughts on hp spectre being premium.
