HP Laptop PC 15-dy2000 PC IDS Base Model

My laptop has been stuck in a boot loop, saying the operating system did not shutdown cleanly, and it processes Delta Log record till 15901 and freezes on that. I have read all the HP support and blogs and have tried the windows V and B command and I deduced that I need to reload bios from USB. Followed instructions on how to download and create a Bios Recovery USB, but unable to do so for this specific bios update. Once I run the downloaded .exe, I get through the permissions and then it does not even extract the file, just leaves in in C:/SWSetup folder. I have tried doing the same with an update for another laptop and that one works just fine, extracts and opens the Bios Recovery Utility Window and I was able to make USB for that laptop. But trying several times will not do it for my 15t-dy200. 

 

I found forums with explanation on how to manipulate some of the extracted folders, but the problem is I am unable to extract any files from the .exe update, i tried going to the source and clicking it, as well as using 7-zip, and it flickers the screen a little and nothing happens. 

 

Please help me create the recovery BIOS USB, I believe that will fix my issue, but seems like for that particular model the option is grayed out.
