Hi @Ian240,

Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

When your HP Pavilion 14 isn't starting and you're seeing flashing lights, it usually indicates a hardware issue or power problem. Here's what you can try.

  • Check the Power Adapter: Ensure that the power adapter is plugged in properly to both the laptop and the power outlet. If possible, try a different power outlet or power adapter to rule out any issues with the adapter.
  • Remove External Devices: Disconnect all external devices (such as USB drives, printers, etc.) from the laptop. Sometimes, faulty external devices can prevent the laptop from starting up properly.
  • Reset the Battery: If your laptop has a removable battery, try removing it, then press and hold the power button for about 30 seconds. After that, reinsert the battery and try turning on the laptop again.
  • Check for Overheating: Overheating can sometimes cause laptops to fail to start. Make sure the laptop isn't overheating by ensuring that the vents are clear of dust and debris. You can also try letting the laptop cool down for a while before attempting to turn it on again.
  • Hardware Issue: If none of the above steps work, there may be a hardware issue with your laptop. It could be a faulty power button, motherboard issue, or other internal component failure.

Remember to always exercise caution when dealing with electronic devices, especially if you're attempting to open them up or perform any repairs yourself.

I hope this helps.

Take care and have a good day.
