I am having trouble logging into my hp laptop, I’ve forgotten my pin and password and do not have access to a reset disk.  after I turn it on it says that “something happened and your PIN isn’t available. Click to set up your PIN again.”

The set up PIN option does not work as nothing happens when I click it. The sign-in options don’t work either, I reset my Microsoft password and it won’t works

You should have 2 or more options if windows hello is enabled

If there is only one option, and it does not work, then look for another account in the bottom left corner.

In order to repair your PIN, you must use an account with online credentials. Usually that requires you to enter your Microsoft email 'username' and password. The PC must be online so it can "phone home" to verify the new password (if you reset your Microsoft password).
