Been trying to update to release preview on my HP 250 G7 from 1909 but get a GSOD with the error driver_pnp_watchdog caused a stop error. Does anyone know which driver is causing the problem? I have removed all peripherals from the notebook and it gets to 30% setup, reboots then black screen with swirling dots for a long time then green screen stop with the above error. It tries to recover with the same error then rolls back. Any ideas?

Please do not jump the gun, wait for things to settle down in few weeks or even few months. If you wish, you can report it back to Microsoft, HP does not own Windows 10.

Considering I have already done two other machines and this HP laptop is the only one to fail with a driver problem. I have already contacted MS and their PNP group is looking at the logs. But I was hoping HP may have come across the driver that is causing the problem. That is what Release Preview is for to find problems like this and I have heard it is only a few days to release of 2004.

Depends on what you mean by "a few days'. Latest reading on v2004 general availability is May 28th -- which is three weeks away.
New drivers are most likely NOT going to be released until well after that time, so installing NOW is a risky proposition.
We don't provide support here for pre-release versions, so you are basically on your own.
