I have this strange issue that has only been happening recently, after about 1.7 years of use on the PC, I have a Victus 15L Desktop Running Windows 11, when I attempt to start the computer, after about 3-4 random reboots, it will turn on (if I'm lucky), and then 5 minutes in, a full system lockup occurs, USB devices are supplied power untill disconnection but are unresponsive, same with the monitor, the only way to resolve this is to hard reset the PC, however, strangely, the computer is fine if I can launch a game or something heavy loading during those 5 minutes, and it will be completely fine, however, it is sometimes difficult to access the PC as sometimes (most of the time), it will lock up completely during booting up when the PC is self-diagnosing. 

 

Solutions I have tried:

BIOS Update

Motherboard cache clear and button battery replacement,

All driver updates,

all optional windows updates

windows is up to date

Your Victus 15L desktop issues, boot looping, system freezing while idle, and running fine under heavy load strongly point to a failing Power Supply Unit (PSU).

 

Run HP Hardware Diagnostics

Test memory and system board.

Please refer to this link for assistance in running the test
