Simple "Why" Answer
The "fan speed" BIOS option is not available on your computer.
Longer Answer
Options in the BIOS are fully dependent on the model / type of machine.
Business / Commercial class machines offer more control and additional (Advanced) options.
1. Fan Speed is a Desktop only option on Business / Commercial Desktop machines.

Fan Always on while on AC Power
When checked, leaves the fan on while running on AC power.
Default: Unchecked

Increase Idle Fan Speed (%)
Controls the minimum fan speed during periods that the fan would normally be off under the control of the desktop thermal sensor. Choose a percentage of the maximum fan speed: 0 –100%.
Default: 0

Boost Converter
When checked, the notebook draws power from the battery when the system is on AC to give the CPU a momentary performance gain by increasing the overall power available to the CPU.
