What I would reccommend to do if you have this issue. Do it in this sequence:

 

1. Search your device from manufacturers web page and download all the latest drivers and install them. Download video card drivers from either Nvidia, AMD or Intel, according to your card. (see which one you have from Right-click on start -> Device manager -> Display adapters.

2. Update Bios

3. Go to bios, see that Virtualization is turned on and that Wake On Lan (WOL) is disabled

4. Right click on Start -> Control Panel -> System and Security -> Power Options -> Choose what the Power buttons do -> Change Settings that are currently unavailable -> Uncheck Turn On Fast Startup

 

Now it really should work.

I didn't say this will work for everyone, but it worked in my case. I had Windows and all the drivers updated and I still had problems with shutdown and going to sleep mode, but since I turned off the fast startup option, everything works fine.

I have updated my laptop in the end of july 2015 and from that instance it is not getting power off completely. Screen will go off but power button and fan will continuously run till battery gets completely drained off. I also tried to fix this issue multiple times through googling solution but nothing worked. Could you please fix this issue ASAP !!

Did disabling the Intel Engine Management Interface in Device Manager not work for you? It was the only one that worked for me.

Same here.  I had tried each of the "fixes" mentioned over the last many months.  When I disabled IEMI it finally started working again.  The only piece missing for me now is "What impact to the system and/or Windows 10 does this have"?

I agree entirely. I have asked that question and the silence is deafening! You'd have thought that between them MS, HP or Intel could manage a response. I smell a fork up that these companies are desperately trying to bury.........

FIXED!!!  (so far).

 

My spectre x360 had been experiencing the same lights remain on on the power button / backlit keyboard even after a proper windows 10 shutdown.  Well, it eventually decided it would simply not take a charge or turn on at all.  They sent out a new power supply brick and cord but still no dice, so I shipped it off to HP under the factory warranty to be fixed.

 

So...HP replaced the motherboard I think or at least fixed the power not coming on problem...but since I told them to not wipe the hard drive, when I got it back the FIRST thing I checked was the lights remaining on problem...it was still an issue.

 

Interesting side-note, I dual boot with Linux Mint and the problem DID NOT happen when shutting down from within that operating system so this is definitely a Windows-only (driver?) problem.

 

So anyway, I tried about everything in this forum to fix the problem and even called HP again (and again they were stumped) but to no avail.

 

So I tried doing windows update again today...Lo and behold a newer build version of windows 10 was out there and so I let it download and it went through the whole windows upgrade process again, this time from the old build of 10 that was on there to the new build (Version 1511 (OS Build 10586.71)).  I guess it got a better driver for Intel Engine Managament?  In any case, after a reboot it's working as it should and all the lights actually cut off after a shut down.

 

I hope this post keeps somone from pulling their hair out.

After seeing your post I looked at the update history on my system (since I never know when an update installs if I don't look daily) and saw Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3124262) installed on Jan 31.  I have enabled the IMEI again and will see if this update works for me.  I will post my success or filure !
