Hello and welcome to HP Support Forums. 🙂 I came across your post and would like to help. I understand that your HP Spectre x360 is stuck in a continuous restart loop. I recommend you to perform the following troubleshooting steps to isolate and resolve the issue:
1. Power off the laptop.
2. Disconnect the AC adapter.
3. Disconnect any other devices connected to the laptop.
4. Press and hold the laptop's power button for 15 seconds.
5. Reconnect the AC adapter and power on the laptop.
If the laptop still restarts then please check if it restarts after booting into Windows or does it restart even before entering into windows. According you may select from the below links and continue:

1. Product Name and Number (please do not post Serial Number)
• Example: HP Pavilion DV2-1209AX or HP Deskjet 3000 Printer CH393A
2. Operating System installed (if applicable)
• Example: Windows XP, Windows Vista 32-bit, Windows 7 64-bit
3. Error message (if any)
• Example: ""Low disk space"" error in Windows
4. Any changes made to your system before the issue occurred
• Examples: Upgrading your Operating System or installing a new software; or installing new hardware like a printer, modem, or router.
