@limat, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

I understand your HP Windows 11 laptop isn’t starting and the Caps Lock key is flickering when you power it on. This usually indicates a hardware issue, and the blinking pattern can help identify the root cause.

Step 1: Count the Caps Lock Blinks

  • When you press the power button, observe the number of blinks from the Caps Lock key.
  • The blinks usually follow a pattern (e.g., 2 blinks, pause, 2 blinks).
  • This is called a blink code and corresponds to a specific hardware issue (like memory, CPU, or BIOS failure).

You can refer to this HP support article to decode the blink pattern: HP Notebook PCs - Computer beeps or a light blinks during startup | HP® Support

Step 2: Perform a Hard Reset

This can help if the issue is due to a temporary hardware lockup.

For laptops with removable battery:

  1. Turn off the laptop.
  2. Unplug the power adapter.
  3. Remove the battery.
  4. Press and hold the Power button for 15 seconds.
  5. Reinsert the battery and plug in the power adapter.
  6. Try turning it on.

For laptops with non-removable battery:

  1. Turn off the laptop.
  2. Unplug the power adapter.
  3. Press and hold the Power button for 15 seconds.
  4. Plug the adapter back in and try powering on.

Step 3: Run HP Hardware Diagnostics

If the laptop powers on but doesn’t boot into Windows:

  1. Turn off the laptop.
  2. Press the Power button, then immediately press the Esc key repeatedly (once every second).
  3. When the Startup Menu appears, press F2 to open HP PC Hardware Diagnostics.
  4. Run the System Tests (especially Memory and Hard Drive tests).

Step 4: BIOS Recovery (if applicable)

If the blink code indicates a BIOS issue:

  1. Turn off the laptop.
  2. Press and hold Windows + B keys, then press and hold the Power button for 2-3 seconds.
  3. Release the Power button but continue holding Windows + B until you hear beeps or see the screen light up.

I hope this helps.

Take care and have a good day.
