i have also tried to insert usb installation disk but it is also stuck at 30% so i removed usb and now it is showing no bootloader found. since it is the type of system i can not open, check for ram issue is not possible for me.

Black screen with underscore blinking means there is no Operating System detected on the PC, or the drive the PC is booting from by default is not the one with the OS or boot loader on it.
This issue is often due to a failing drive. So, let's check that first, because if it is failing, it would need to be replaced and there is no point then in doing anything else until we confirm that.
If your PC is new enough to support UEFI, you can use these steps to test the hard drive: http://support.hp.com/us-en/document/c00439024
If not, to check the drive you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu
3) Press the Function key for testing the hard drive (usually F2) and let it run.

Hi @Wawood
Thanks for the reply.
Indeed that was hard disk issue. I took my laptop to hardware guy and he advised me to flash my bios and replace the hard disk. I am not able to enter into bios options if i try to attach old hard drive. Screen just remains black from the first.
So i did the same and now suddenly i am not able to reactivate my windows 10 on my new hard disk. I had western digital hard disk earlier and now i have purchased seagate hard drive. He enabled manufacturing mode on my bios to flash it completely but now after that windows 10 troubleshooter can not find license on my motherboard.
I have even purchased new external keyboard because the hardware guy suggested and told that there was short circuit on my laptop keyboard and beep was coming from that.
Please help me if any thing can be done now. Can i retrieve my OEM product key after bios change?
