Ran diagnostic and it says hard drive not installed.

The hard drive is dead, or maybe just seated improperly.

 

Try to take it out and put it back in. Try to boot. If that didn't work, take it out and put in a different one. Try to boot. If it works, great, the first drive is defective. Install windows to your replacement drive, install your laptop's hardware drivers, and you'll be good to go.

 

If the error message indicates 3F0 error or Boot Device Not Found, determine if your computer has Optane memory installed and configured correctly. You can review the official HP article about such issues > http://support.hp.com/us-en/document/c01443463
