In my hp pavilion, I would loke to start clean install windows 11. I created bootable usb drive using windows media creation tool, the drive is fat32 formatted. Then I was trying to set up without success. Here are the steps I did:
press esc at startup
went to boot options with f9
no my usb is shown - no chance to start install.
then I went to bios
there is no chance to change UEFL boot order - it is not changing
I check internet and found a number of old post saying that there are some boot legacy options to alter, but there is no anything similar in my bios menu.
Please help :((

Hi:
See if disabling the secure boot setting in the BIOS gets the UEFI USB flash drive to show up.
If not, instead of using the media creation tool to create a USB installation flash drive, download the Windows 11 ISO file instead (3rd option).
Download Windows 11 (microsoft.com)
Then use the free Rufus utility to transfer the ISO file to a USB flash drive so that it is bootable.
Rufus - Create bootable USB drives the easy way
Set up the Rufus menu exactly as you see it in the illustration for Windows installations.
If you are able to get the flash drive to boot up and you can now proceed to install Windows, you will probably have another obstacle to overcome and that is when you get to the part that asks: 'Where do you want to install Windows,' it will find no hard drive.
You have to install the Intel storage controller drivers that I zipped up and attached below, which are good for PC's with the Intel 11th gen > 13th gen core processors.
Copy the 5 files from the F6/VMD/f6vmdflpy-x64 folder to a USB flash drive.
iastorvd.cat
iastorvd.inf
iastorvd.sys
rstmweventlogmsg.dll
rstmwservice.exe
Have the flash drive and your W11 installation media plugged into USB ports.
Boot from the W11 installation flash drive.
When you get to the screen where no drives can be found, click on the Load driver option, browse to the flash drive with the storage controller drivers on it.
If you check the box, it will only include the compatible driver.
Click Next, and Windows should find the drive and install.
If this all works, go back and enable the secure boot setting in the BIOS again.

You're very welcome.
Unfortunately, I don't have any other suggestions for you to try, but there should be a secure boot disable option.
It's not in the BIOS's security menu?
HP does not provide any manuals that show the BIOS settings available in each notebook model series, so I have no idea what you are seeing when you go into the BIOS.
This link shows the typical way the BIOS settings are arranged and how to disable secure boot.
