Yes, it sounds to me that you have quite a problem on your hands.
If you have another Windows PC with W7 64 bit or newer, you can make your own plain W7 Home Premium 64 bit installation media by downloading the ISO file from the link below--toward the bottom of the page.
Windows 7 Home Premium Free Download ISO 32 Bit 64 Bit (getintopc.com)
Use the Microsoft tool that I zipped up and attached below, that you will need to transfer the ISO file to a DVD or USB flash drive so that it is bootable.
Use the 25 character Windows product key on your notebook's case to enter when asked.
The thing I don't know is if you will be able to activate Windows 7 using the English US retail ISO file.
It works for PC's in the USA, Canada and the UK, but I don't know if it will work on yours since you live in Iraq.
After you get W7 reinstalled, activated or not, you should be able to update the BIOS.

No need to be sorry.
If you have another drive you can install, by all means, give it a try.
If you have to install Windows on the current drive, do not delete or format any partitions.
Install Windows on the C: partition, and it will create a Windows.old folder.
After Windows has completed installing, you can explore the Windows.old folder, find your old user profile, and copy the files you need to save onto a portable hard drive.

You can make the bootable W7 installation media, and when you boot from it and get to the Install Now window, on the lower left corner of the window, you will see a Repair this computer option.
You can click on that and try the various repair options.
See the info at the link below.
