Sometimes it is difficult to get to the bios setup especially if the computer is fast.
To get into the BIOS use F10 or the ESC key. F10 should work unless you have accidently locked out the functions keys.
Turn power on, the keyboard will flash and shortly after that the display will be enabled. Start tapping the F10 or ESC shortly after the LEDS blink or when you see the display screen first light up. No faster than once a second. If you wait too long, or tap to soon or too fast, you will need to power down the PC and try again.
If you tap the ESC key then a diagnostic menu may show up. Press F2 for diagnostics or F10 to get into the bios.
Do not update the BIOS if the diagnostics reveal a memory or disk drive problem.
Some BIOS settings may be explained here
I assume you ran the F2 hardware check and the disk drive passed.
Go into the bios and press the F9 key to reset BIOS to default. Be sure that secure boot is enabled. Then exit using F10 and be sure to save settings.
Can you boot into windows 10?
Do you see a blue screen?

Unless I am mistaken you said you'd pass all the diagnostic tests. Means you pressed ESC and then pressed F2 and ran disk and memory test. Is that correct? You passed those tests?
Then the disk is good.
Reboot and press F10 and go into the BIOS. Set the bios to default value by pressing F9. Verify that secure boot is enabled. press F10 and save settings when you exit.

What error message do you see, if any?
