My elitebook 8460p refuses to boot from a USB thumb drive. I've messed with the boot order, legacy boot option etc but no luck. Possibly I need a bios upgrade. Existing bios is ver F.03 but that might just be a red herring.

Welcome to the HP Support forum. Let's skip the BIOS update for now and try other things first.

Article talks about CD/DVD but it is the same with USB devices. Artcile is applicable for devices with Windows 8/10 and Secure Boot/UEFI.
Something else that is not mentioned in the article - ensure your USB device is really bootable, the image stored there is not corrupted. If possible - redownload it and re-write it on the thumbdrive:

When ready with the USB drive:
* Ensure Secure Boot is disabled.
* Ensure Legacy mode is enabled.
* Save the UEFI/BIOS changes.

Eventually, please, shutdown the computer using the power button.
Insert the USB thumdrive prepared previously
Power on the PC.
As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu which may look similar to this one
Choose F9 to open Boot options. Select the thumb drive as boot option.
Follow the on-screen instructions to boot from this device/ install the OS / do your work / etc... 🙂

Thanks!! My BIOS prompts/screens were quite different from the examples. I never did see a direct reference to secure boot but one of the options seemed to turn it off. I also discovered that not all USB drives are capable of booting (or so it seemes).
