I suddenly started having issues with my 4 month old HP Laptop. It was running slow so I went to restart it and suddenly got stuck in an endless loop where first I get a blue screen that says "Your PC ran into a problem and needs to restart. We'll restart it for you" then it restarts and I get a black screen that says "preparing automatic repair" that just sits there endlessly without doing anything. When I then force a restart it keeps doing it this same cycle
I took it into Best Buy where I bought it and they're telling me they think it's a software issue (even though I havent updated anything in several weeks) and want to charge me to reset it yet I see nothing that prevents this issue from occuring again if that's all they're doing.

No need to pay BB anything to reset your laptop. You can run a System Recovery your self for free following this guide:

However,I would first use System Diagnostics to rule out hardware problem. Immediately after powering on start tapping the Esc key. This will open a menu where F2 System Diagnostics is an option. Tap F2 key and run the tests.

I have the same issue that has just started occuring the last 2 days on my HP Elitebook 850 g1. To attemps to solve, I went back to factory which took me back to windows 7. I upgraded to windows 10 and then the same thing re-occured. No solution found yet, but quite a number of people are reporting the same problem across this site in the last 2 days. HP, please help us! This must be a compatability issue with new windows 10 update.

THANK YOU SO MUCH, I got the PC back and tried out what you provided and was able to factory reset it. Unfortunately for some reason, it won't let me restore the data I backed up and keeps saying "windows cannot access the specified device, path or file. you may not have the appropriate permissions to access the item" when I select restore from the flash drive. It's ok though because 80% of all the files I can copy from my old PC again. I just don't get why it won't let me restore the lost data.
BB wanted me to pay $120 for them to reset my PC and then another $99 to back everything up. So I really appreciate the help.

You're very welcome. Happy you were able to complete the System Recovery and are back up and running- without paying $120.
If you haven't done so yet I recommend making your Recovery Media.This media can be used to boot the laptop and do the system recovery also and can be helpful in the event of hard drive failure.Scroll down a bit on the page here to see how:

The problem on restoring files is a bit mysterious and I have seen many things cause it-from anti-virus software to windows permissions. Sometimes the Restore works better if you copy the backup folder to the hard drive of your laptop-just copy and paste it to your Documents or Downloads folder.Then run the .exe from there. If that doesn't do it-try right clicking the file and choose Run as administrator.
