external connected hdmi display works only after windows loads drivers
- during initial power on, there is no display on the external hdmi connected monitor, I need this to work but dont see any options at bios
- display works only after windows boot up completes after drivers are loaded

Are you talking about external monitor ? If yes, just give external monitor as main display. Machine will automatically switch back to its screen when no external monitor.
