HP Recommended

i changed out the battery in my laptop bc it was no longer charging. i go to power the laptop back up and now it goes to the bios initializing screen then instantly reboots and does the same thing over again. i tried to hold the windows key and B keys and power on but it still restarts instantly and loops. someone please help me. even a bootable usb with the bios doesnt work.
