hp 15-dw2063st will not power on

Notebook will not power on, tapping power button shines the white power led for 5 seconds and shuts off. I had cleaned the motherboard of debris between traces, replaced memory stick with a known working unit, original battery lost voltage after several seconds (from nominal to ~0.30V once unplugged from charger) & replaced the battery and now have a solid 12.90~ volts.

Couldn't find documentation for this notebook but I assume someone has to know what the 5 second led means, any information is appreciated. I had tried "static discharging" and some other methods but to no avail.
