Just bought this laptop with Ryzen 5 4500U and 8GB RAM (upgraded to 24GB by adding 16GB in second RAM slot) and I'm overall quite happy about it.
I already upgraded bios to latest available version.
I use to work with 2 external monitor. I can connect one through HDMI port that laptop provides, and second one using an USB-c to HDMI adapter (this one: https://www.amazon.es/gp/product/B07PLPRDJT/ ).
I'm using Linux, but I'm not sure if this is relevant to this issue, since everything seems to happen before boot-loader.
The strange behavior is that when I power on the laptop with adapter connected AND HDMI cable connected to adapter, then laptop screen stay black, and after a few second I can hear laptop fans reaching max speed. Nothing happen after.
The only way to make it work is unplug the adapter (or the HDMI monitor connected to the adapter) then after system loads, reconnect the adapter.

You're right in that running Linux should be unrelated to the problem -- but unfortunately, HP does not provide Linux support, so it is related to asking for support.
My guess is that the PC sees a device connected to the USB-C port and is attempting to boot from it, fails, times-out, and then continue to try other devices, and eventually succeeds.
I've run into the very same issue with modern laptops running Windows, so it's a BIOS/UEFI issue, not OS issue.
All I can suggest is going into the BIOS/UEFI options and seeing if there is a way to disable booting from USB. Some modern PCs have an option to Disable booting from portable media. If yours has that, you can use that to fix this.
