i need to reset my laptop

when I start my laptop it wants my bit locker recovery key but I go to the link and said link is broken and when I log into my Microsoft account and go to the bit locker recovery key page it again pops up broken I have tired this multiple times over a course of two months so I know the bit locker system isn't just down so why can't I access my recovery keys is there a way to reset it without my recovery key? I tried the skip drive option already and tried to use that to reset it and it says it can't reset my laptop and doesn't say why it can't no error code just says it can't reset?????
