When I try to turn my laptop on the screen flickers white and does not start up. No other lights on the laptop work just the screen flickers white. When I plug the charger in the led light comes on but the screen does the same thing.

Good Day.  Thank you for posting your query in the HP community.  I read the post regarding assistance with the computer not booting and the screen turning white. I will be delighted to assist you here.

Superb description and spectacular troubleshooting and commendable diagnosis of the issue before posting. Kudos to you for that. 🙂

For better clarity and to assist you better I would require more information regarding this:

  • Did this happen after a power outage or surge?
  • Did you hard reset the computer and check if it fires up?
     
  • Please let me know the complete model# of the computer to assist you better as the notebook cannot be located with the information that you provided.
  • For a start please perform a hard reset on the computer from here http://hp.care/2nwQ054  and check if the computer fires up.
  • If it does not work, then please try to restore the bios from this link: http://hp.care/2rZhONT and try both the methods mentioned in it. If method 1 fails, try the second method to using a USB flash drive, download the bios for this computer from a different computer to a flash drive and try to update it. Then check if it fixes the issue.
  • If it doesn’t then you need to perform all the relevant steps that match your computer’s situation from here http://hp.care/2tRuqeUHP Notebook PCs - Computer Does Not Start (Windows 10)” and check if the issue is corrected.
  • If nothing works, the computer needs to be serviced by calling Hp phone support. If it is out of warranty by a long time (4years or more) please get the computer repaired by a local technician, as service options may not be available with HP since the parts for the computer may no longer be supplied to us by our vendors.

Otherwise please follow these steps to call HP tech support.

  • HP Technical Support can be reached by clicking on the following link: http://hp.care/2r9wSvP
  • Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.
  • Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.
  • Once completed click the 'Show Options' icon on the bottom right.
  • Lastly, scroll down to the bottom of the page and select 'Get phone number.' A case number and phone number will now populate for you.

They will be happy to assist you immediately. If the unit is under warranty repair services is taken care of by the manufacturer’s warranty

Please perform all these steps patiently as it is critical to resolving the issue. Going by your technical expertise and competence I am sure you will be able to perform these steps without breaking a sweat. 🙂
